The present invention refers to a system comprising three continuous electrochemical reactors having a complete mixing action in series, and novel ring rotary electrodes useful for reducing Cr(VI) to its trivalent form (Cr(III)). The purpose of the ring rotary electrode system is to obtain a high mass transference which promotes reactions for reducing hexavalent chromium, and the regeneration of Fe(II) -a species substantially contributing to reduce Cr(VI)- in a ratio higher than that of traditional treatments, thereby reducing the treatment time and the mud generation. Furthermore, the invention allows water to achieve the quality of treated water accepted by the current environmental legislation so as to be discharged into reservoirs.
