PROBLEM TO BE SOLVED: To reduce shear force acting on a blade edge of a cleaning blade brought into contact with a rotating belt surface. SOLUTION: An endless belt TB rotatably supported by a plurality of belt supporting rolls Rd, Rf including a driving roll and a driven roll arranged in parallel with each other with a distance has a two-layer structure consisting of a belt substrate TB1 and a surface layer TB2 formed on a surface of the belt substrate TB1. When gloss values of the surface layer TB2 in a rotation direction areα1 andα2, andα1 is smaller thanα2 (α1<α2), theα2 side is located on a downstream side of the rotation direction of the belt during image recording operation. A blade edge 3a of a cleaning blade 3 for removing toner sticking on the belt surface is brought into contact with the belt from the downstream side of the rotation direction of the belt during image recording operation.
