PROBLEM TO BE SOLVED: To provide a plasma display panel in which a high picture quality performance can be maintained by suppressing generation of a black noise and flickering of a screen and maintaining a white balance even in the case driving is extended for a long period, and a display device provided with this. SOLUTION: Phosphor layers 125R, 125G, 125B of the same color are formed at every line constituted between neighboring main barrier ribs 124a in a PDP 10. Then, in respective discharge cells, when an Scanning electrode 112b and a Data electrode 122 of a display electrode pair 112 are connected by the shortest course, distances from a surface of a groundwork dielectric layer 123 to the surface of the respective fluorescent body layers 125 on the shortest course in respective discharge cells are set d<SB>R2</SB>by an R discharge cell, d<SB>G2</SB>by a G discharge cell, and d<SB>B2</SB>by a B discharge cell.
