PROBLEM TO BE SOLVED: To inexpensively and efficiently produce an electret felt without requiring a specific production apparatus in producing the electret felt suitable as conventional filters, cleaning materials and the like. SOLUTION: The electret felt is produced by using a nonconductive synthetic fiber which is a short fiber having about≤75 mm average fiber length and 10-50μm fiber size and spun by adding at least 0.1-10 wt.% amino group-containing electrostatic charge promotor, sending the short fiber as a main composition to a web-forming apparatus such as a card machine, an air lay or the like, e.g., sufficiently charging the short fiber in forming the web by opening the short fiber by the cylinder of a card machine, and felting the web by needle punch or the like.
