PROBLEM TO BE SOLVED: To provide a hair washing agent composition capable of removing a frictional feeling of damaged hair, when the hair is washed and rinsed, and scarcely affecting the environment. SOLUTION: This hair washing agent composition contains (A) a silicone emulsion in an amount of 0.01-20 wt%, (B) a detergent surfactant in an amount of 5-50 wt%, (C) a conditioning agent in an amount of 0.1-20 wt%, and (D) water, wherein the silicone emulsion (A) comprises a polyorganosiloxane emulsion which is obtained from (a) a silanol-terminated polydiorganosiloxane, (b) an anionic surfactant expressed by the formula: R<SP>2</SP>O(CH<SB>2</SB>CH<SB>2</SB>O)<SB>n</SB>SO<SB>3</SB>M (R<SP>2</SP>is an 8-20C saturated or unsaturated hydrocarbon group; M is ammonium or an organic amine; and (n) is an integer of 0 to 5), and water through emulsion polymerization.
