<P>PROBLEM TO BE SOLVED: To control use of distribution information by time or a place, and to prevent unauthorized secondary use. <P>SOLUTION: When time information previously including verification information is distributed, validity of the time information is verified, and an internal timepiece non-adjustable from the outside is adjusted on the basis of the time information. When position information previously including verification information is distributed, validity of the position information is verified.
