PROBLEM TO BE SOLVED: To provide technology for obtaining a carbonized product in which a fertilizer active ingredient useful for plant surely remains and from which a tar component is removed.

SOLUTION: The method for stepwise carbonization comprises carbonizing a raw material R for carbonization dividedly, in two stages. The method has, for example, a pretreatment process P0for drying the raw material R for carbonization, a first carbonization process P1for carbonizing a dried material X obtained from the process P0in a low-temperature range of 400-600°C and removing tar, a second carbonization process P2and carbonizing a primary carbonized product Y1obtained from the process P1in a low-temperature range of 400-600°C and removing tar and a process for cooling a secondary carbonized product Y2obtained from the process P2.
