PROBLEM TO BE SOLVED: To provide an information recording medium in which flatness is good in the whole area from an inner peripheral side to an outer peripheral side. SOLUTION: In a concave/convex pattern 20 in which a data track pattern and a servo pattern are formed at least at an one plane side of a glass substrate 11 by the concave/convex pattern 20 having a plurality of convex parts 21, while a non-magnetic material 15 is filled in respective concave parts 22 of the concave/convex pattern 20, in the concave/convex pattern 20 constructing the servo pattern, the respective convex parts 21 are formed concentrically or in a spiral, in the concave/convex pattern 20 constructing the servo pattern, a unit convex part length along a direction of rotation (direction of arrow mark R) of the substrate 11 is set so that a value produced by dividing the unit convex part length by a distance from a center of the data track pattern decreases from an inner periphery to an outer periphery.
