PROBLEM TO BE SOLVED: To provide an information processor, an information processing system, a startup inhibition method and a startup inhibition program for enhancing security by protecting resources such as data within an information processor by a program started from an external medium. SOLUTION: In this information processor, detection and test of HW resources are performed by FW incorporated within the processor after powered up, and when a keyboard or the like and a maintenance console device are not detected, it is determined that management operation is performed in a remote place, and startup from a detachable storage medium and a storage medium connectable by an external terminal is inhibited.
