PROBLEM TO BE SOLVED: To easily construct a security system utilizing a television reception system without making a transmission line into two lines or without altering a television broadcast receiver. SOLUTION: If an abnormality detector 204 detects any abnormality (illegal invasion or the like) in a monitoring object area, video and audio signals from a television camera 202, a microphone 203 and the like are modulated into a television signal of a channel different from a television broadcast under receiving by an antenna 4 by a modulator 103, and this signal is mixed with a television broadcasting signal and transmitted to a terminal side. On the terminal side, the transmitted signal is distributed, one signal is inputted to a television 303, a VTR 302 and the like and another signal is inputted to a dedicated receiver 304. The dedicated receiver 304 judges presence/absence of a television signal modulated by the modulator 103 and if there is such a television signal, the television 303 and the VTR 302 are caused to perform outputting and recording of its video image and audio via a remote control signal generator 311.
