PROBLEM TO BE SOLVED: To provide a control element fulfilling a sustaining effect of an absorber pellet and fragments of the absorber pellet even in the case of expansion of shroud tube due to the swelling of the absorber pellet. SOLUTION: An end plug 5 for plugging the lower end of a shroud tube 6 is structured to hold the lower end of the shroud tube 6, and between the absorber pellet 2 and the end plug 5, a spacer 8 taller than the side wall 5b of the end plug is arranged in the control element 1.
