PROBLEM TO BE SOLVED: To provide a method and apparatus for processing ship ballast water capable of inexpensively damaging a microorganism as well as its breeding function with a simple apparatus and operation without substantially changing an existing apparatus in a ship and badly influencing the environment. SOLUTION: A part of the ballast water is sent to a microbubble generator 4 via a booster pump 3 while an exhaust gas pretreated in a preprocessor 5 is introduced into a plasma generator 6 wherein the gas is turned to a plasma by an electric discharge, and is delivered to the microbubble generator 4 wherein the gas bubble is made minuter to generate microbubbles in the ballast water. The ballast water containing the microbubbles is supplied to a microbubble mixer 2 to add the residual ballast water thereto, and in the next ultrasonic processor 7 the microbubbles become further minuter to vanish through the ultrasonic processing, thus to damage the microorganism as well as its breeding function and to make the ballast water discharged harmless.
