PROBLEM TO BE SOLVED: To perform labeling processing at a high speed by simple hardware. SOLUTION: At the time of applying labeling processing to an image 1 having a plurality of pixels arrayed in a two-dimensional manner, a pixel block 2 including four pixels 5 adjacent to each other is processed as one unit. Since the pixels 5 are adjacent to each other within the range of the pixel block 2, one temporary label or true label is certainly attached. Therefore, processing for attaching a temporary label and attaching a true label to the plurality of pixels 5 included in the pixel block 2 can be carried out parallelly to be able to shorten a time required for labeling processing.
