PROBLEM TO BE SOLVED: To flexibly change resources in a radio base station apparatus so as to maintain an existing link, for coping with consumption of a resource by a request for new call setup. SOLUTION: A radio network control device 10 transmits a setup message comprising priority information to a radio base station apparatus 20, in response to the new call setup request (Step S11). The radio base station apparatus 20 refers to spreading factor (SF) information in a received message, and computes the number of resources necessary for the setup. When the total number of the computed resource number and the number of existing resources exceeds the number of allowable resources in the radio base station apparatus and new setup can not be performed, a user management table is referred to and a user whose priority is lower than a user to be set up is selected from inside the table, and SF changed values of existing users are computed so that the number of resources necessary for assignment of the user to be set up can be set, and request directions are transmitted to the control device 10 (Step S12).
