PROBLEM TO BE SOLVED: To provide a method of manufacturing an excess current protection element which can disperse a conductive filler well in a high molecular matrix in a relatively short time at a low cost, and to provide the excess current protection element. SOLUTION: The excess current protection element comprises a conductive sheet 1 consisting of the high molecular matrix 2 containing the conductive filler 3, and a pair of metal foils 4 which hold the sheet 1 in-between. By pulverizing the raw material of the high molecular matrix in form of pellets by a jet mill, the fine high molecular matrix 2 is fabricated. Then, the conductive filler 3 is well dispersed in the high molecular matrix 2. Since the raw material of the high molecular matrix is put into the jet mill and pulverized, the sharp high molecular matrix 2 having a mesh path of 16-300 can be created. Therefore, the conductive filler 3 can be well dispersed in the high molecular matrix 2. Since the high molecular matrix material is pulverized by the jet mill, there is no increase in temperature along with pulverization and thereby fine particles in the order of microns can be easily obtained in an instant.
