PROBLEM TO BE SOLVED: To make a terminal unit during packet communication utilize a circuit switched network by a call from a server connected to a packet switched network. SOLUTION: A content provider server 30 connected to a PS domain 20 transmits a connection request requiring connection via a CS domain 10 to a mobile 50a during packet communication, and makes the mobile 50a establish a line in the CS domain 10. A protocol conversion device 20c converts the connection request from the content provider server 30 to that following a communication protocol in the CS domain 10 for transmitting to the CS domain 10.
