PROBLEM TO BE SOLVED: To provide a technology capable of evaluating quantitatively, accurately without individual variation, fluidity of a toner by rotating and simultaneously inserting a circular cone rotor into a toner powder phase and by measuring a torque and a load generated when the circular cone rotor is moved in the toner powder phase, and evaluating accurately the difference of fluidity between fine toners, and a system capable of evaluating accurately the difference between toners because the torque and the load are measured by changing a consolidation state of the toner, introducible into a manufacturing line because the toner phase can be measured as it is in a short time, and capable of producing stably the toner capable of acquiring a high image quality. SOLUTION: This toner evaluation method for static charge development is characterized as follows: the circular cone rotor is rotated and simultaneously inserted into the toner powder phase comprising at least a resin and a pigment; the torque and the load generated when the circular cone rotor is moved in the powder phase are measured; and a torque change to the load is measured, to thereby evaluate the toner fluidity.
