PROBLEM TO BE SOLVED: To miniaturize a device for manufacturing a concrete block having through-holes, and to provide a device which enables efficient manufacturing of concrete blocks and its method. SOLUTION: The concrete block manufacturing device 10 comprises a frame 20 which is vertically opened, a blocking plate 30 closing the lower side opening of the frame 20, a press plate 50 pressing concrete by entering into the upper side opening of the frame 20, a projecting part 32 which is arranged on the upper surface of the blocking plate or on the lower surface of the press plate and projects into the frame, rods 28 which pass through pass holes 26 provided in the pair of opposing side walls 24 of the frame 20 and are provided in the frame horizontally so as to be capable of advancing inward by aligning axial lines and whose tips come into contact with both the side wall surfaces of the projecting part 32 when entering into the frame, and a rod driving part for advancing or retracting the rods 28.
