<p><P>PROBLEM TO BE SOLVED: To provide a multiplex transmission apparatus and a method causing no deterioration in picture quality such as breathing regardless of the height of an assigned bit rate. <P>SOLUTION: In the multiplex transmission apparatus and the method, video signals of a plurality of channels are coded and obtained coded data signals are multiplexed for transmission. The method includes steps for: applying coding processing to the video signal for each channel; obtaining a coding amount per specified zone of the obtained coded data signal; deciding a channel target coding amount for each channel on the basis of the code amount; and determining the quality of the picture predicted from at least the channel target coding amount for each channel. When the defective picture quality determined channel is found, the channel target coding amount for each channel is adjusted in accordance with contents of information on the coded data signal.
