PROBLEM TO BE SOLVED: To provide a gel-like composition that permits a large amount of a silicone oil to be stably incorporated into the composition and is good in usability. SOLUTION: The gel-like composition comprises an oil agent and a silicone elastic powder dispersed in a state of, or approaching that of a primary particle in the oil agent wherein the gel-like composition has a storage modulus at 25°C of 50-500 Pa with a ratio of loss modulus/storage modulus of 1.0 or less and on the other hand has a storage modulus at 80°C of 1-50 Pa with a ratio of loss modulus/storage modulus of 1.0 or more in the case when the stress is 1 Pa. Preferably, the oil agent in the composition is composed mainly of a non-volatile linear silicone oil. The silicone elastic powder is preferably contained in an amount of 1-50 mass% in the composition. Preferably, the composition further comprises a polyoxyalkylene-modified polysiloxane as a dispersant. A cosmetic material comprising the gel-like composition is provided.
