PROBLEM TO BE SOLVED: To provide an emulsion composition having a small diameter and uniform emulsion particles and to provide a capsulated toner composition having a small diameter and an excellent stability of electricity. SOLUTION: The emulsion composition has a polymer obtained by emulsion for polymerizing a polymeric unsaturated monomer in the presence of an emulsifier containing a block polymer having a hydrophilic block segment, a main chain structure of which is a polyalkenyl ether structure, and a hydrophobic block segment.
