PROBLEM TO BE SOLVED: To provide a method for forming a graft polymer on a surface of a substrate, by which the graft polymer containing an epoxy resin as a main component and useful for modifying the surface of the substrate can be produced in simple processes. SOLUTION: This method for forming the graft polymer on the surface of the substrate is characterized by bringing a compound having a double bond in the molecule into contact with the surface of a substrate containing an epoxy resin as a main component singly or in a state dispersed or dissolved in a solvent in the absence of a polymerization initiator, and then exposing the product to UV light to produce the graft polymer directly bound to the substrate.
