PROBLEM TO BE SOLVED: To omit external parts, such as a switching element and a decoupling capacitor, for switching whether an external supply voltage is stepped down by a voltage regulator for outputting or is passed through the voltage regulator for outputting. SOLUTION: In addition to the voltage regulator 34 for stepping down an input voltage Vin for supplying to an internal load circuit 37, a pass switch 35 for supplying an input voltage Vin to the internal load circuit 37 without going through the voltage regulator 34 is built into an IC chip 100. A circuit system for especially increasing response speed to the fluctuation of a load is adopted as the configuration of the voltage regulator 34, thus bypassing noise components, such as even a small capacitance value equal to parasitic capacitance generated in the internal load circuit 37 in the IC chip 100.
