It is possible to improve user- friendliness of a recording medium and effectively perform read/write processing. A header generation section (53) generates a header to be arranged at the head of a file. A footer generation section (52) generates a footer to be arranged at the end of a file. A filler generation section (54) generates a filler to be added to the body, header, or footer of the file so that the data amount of the body, header, or footer is an integral multiple of the ECC block of an optical disc. A KLV encoder (55) KLV-encodes the filler to be added to the body into KLV structure. The present invention can be applied to a disc device for recording video data or audio data onto an optical disc.
