Elastomer threads (1b) are integrated into textile threads (1a) to form a web of threads (1). The elastomer threads occupy less than half of the web, while the textile threads occupy more than half. The web is then formed into a hat felt. The felt is blown with steam and heat shrunk into desired size, and is sewn to form the corded hat.
