PROBLEM TO BE SOLVED: To provide a developing roller which has a high density solid image and causes no rugged shape of roller surface on the image, to provide a manufacturing method of the developing roller, and to provide a developing device and an electrophotographic process cartridge using the developing roller. SOLUTION: The developing roller comprises an axial core, an elastic layer disposed on the outer circumferential surface of the axial core and a surface layer disposed on the outer circumferential surface of the elastic layer. Therein, the elastic layer is provided with the rugged shape on the surface thereof, and the developing roller has a hardness (A) of≥20 and a rolling circle center line waviness (Wea) of≥0.3 and satisfies the following relation (1); -9.5×Wea+30≤A≤-9.5×Wea+60 (1).
