PROBLEM TO BE SOLVED: To eliminate a limit for a transmission relay by enabling a relay so that an upper master device may communicate with a plurality of lower slave devices according to a standard communication procedure, to prevent a wasteful time and a processing from required for selecting necessary data, and to make preparation man-hours for preparing a specific upper application unnecessary. SOLUTION: A gateway device 22 determines whether or not a destination of a down telegram from an upper master device 14 exists in a lower network 12, converts the down telegram into one which can be received by a party on the other end only when the destination exists and once stores the down telegram in down exclusive data buffers 33-1-33-n, and transmits the telegram to lower slave devices 12-1-12-n. Also, an up telegram from the lower slave devices 12-1-12-n is converted into one which can be received by the upper master device 14, and once stored in up exclusive data buffers 34-1-34-n transmitted to the upper master device 14.
