PROBLEM TO BE SOLVED: To interrupt a passage upon detecting an earthquake to ensure safety. SOLUTION: This apparatus comprises a control means 17 controlling a passage adjusting means 16 according to an instantaneous flow rate by an instantaneous flow measuring means 14 and an earthquake level by a seismoscopic means 15. According to this, a plurality of earthquake levels can be measured, and the opening of the passage can be adjusted according to the earthquake level and the instantaneous flow rate.
