PROBLEM TO BE SOLVED: To suppress the occurrence of a minute crack causing the variation of a resistance value to reduce the rate of change of a resistance value of a resistor heating element in the elapse of a using period. SOLUTION: Heat elements 121 and 122 and electrodes 14 and 15 for supplying power to the heat elements 121 and 122 are formed in the longitudinal direction of a long and flat board 11 formed of a heat-resisting/insulating material; and an overcoat layer 18 is applied to the heat elements 14 and 15 to form a heater 100. The heat elements 14 and 15 of the heater 100 each contain an Ag/Pd alloy wherein a weight ratio Ag/Pd of silver (Ag) to palladium (Pd) is 90/0 to 70/30, glass, and an inorganic oxide and/or inorganic nitride of 20-60 wt.% with respect to the weight of the Ag/Pd alloy.
