PROBLEM TO BE SOLVED: To provide a reflector having good reflection characteristic of a wide incident angle, realizing the restraint of the time change of the shape of a projection part and whose productivity is high, and also to provide its manufacturing method. SOLUTION: The reflector including base material and a retroreflection sheet fixedly arranged on the surface of the base material has a flat base part and a plurality of projection parts arranged to be separated from the base part, and the plurality of projecting parts are formed by a high-frequency welding work. The reflector is manufactured by preparing the base material, the retroreflection sheet fixedly arranged on the surface of the base material, and a flat reflector precursor sheet having an adhesive layer on its back surface by desire, locally melting a part of the reflector precursor sheet by high-frequency electric field, applying pressure to the melted part and forming the projection parts on the reflector precursor sheet.
