PROBLEM TO BE SOLVED: To detect the possibility of vehicle fire before the occurrence of the fire and to appropriately cope with it. SOLUTION: A lens substitute detecting part 11 detects a lens substitute in a vehicle from outputs of a sunshine sensor 22, a thermography 23, an in-vehicle camera 24, and a navigation device 2. A user position detecting part 13 detects the position of a user to the vehicle based on outputs of a seat sensor 27, an ignition sensor 28, a camera 29 outside the vehicle, a communication system 6, and a locking mechanism 8. A fire prediction detecting part 12 determines the possibility of occurrences of the fire in the vehicle based on the outputs of the detecting part 11, the detecting part 13, the in-vehicle camera 24, a vehicle room air sensor 25, an ashtray monitoring device 26.
