PROBLEM TO BE SOLVED: To provide a rotary cutter, an assembly of rotary cutter and a rotary cutting device having a communication part to a feed source of vacuum and/or an atmospheric pressure or an excessive pressure.

SOLUTION: The rotary cutter 2''' includes a cutter shaft on an outer peripheral part of a rotary mantle 16; a hollow rotary mantle 16 having a through hole 40 extending in a radial direction while penetrating through the rotary mantle 16; and an air distribution mechanism 30. The air distribution mechanism 30 includes a first part 32 and a second part 34. The first part 32 is fixed coaxially to the mantle 16 to an inner side of the mantle 16 so as to rotate with the mantle 16. The second part 34 is arranged at an inner side of the first part 32 and a first distribution part 32 is relatively rotatable relative to a second distribution part 34.
