PROBLEM TO BE SOLVED: To provide a starter of a motor for reducing a cost increase and having an advantage for reducing a start current. SOLUTION: The starter 30 starts the motor 12, and is provided with an opening/closing valve 14, an opening/closing valve controller 16 and a control panel 20. The opening/closing valve 14 is provided at a discharge opening 1002, and opens and closes the discharge opening 1002. A star-delta switching circuit 22 implements a switching operation for switching connections of phases of a primary winding in the motor 12 from a star connection to a delta connection in a state of the discharge opening 1002 of a pump 10 to be closed by the opening/closing valve 14.
