PROBLEM TO BE SOLVED: To provide an on-vehicle system and remote observation system for efficiently observing a remote point. SOLUTION: In the remote observation system, when the on-vehicle system 10 of a vehicle A transmits point monitoring surrogate search notice 501 in a broadcasting form by designating an observation point, the vehicle system 10 of a vehicle B capable of photographing the observation point from the monitoring direction with a camera 7 responds with point monitoring surrogate ability information 502, and motion picture 504 photographed by the camera 7 of the vehicle B is transmitted to the vehicle A and display of the motion picture is carried out in the vehicle A. When the vehicle B cannot photograph the observation point due to move of the vehicle, a point monitoring surrogate ending information 506 is transmitted from the vehicle B to vehicle A. Upon receiving the point monitoring surrogate ending information 506, the vehicle system 10 of the vehicle A again transmits the point monitoring surrogate search notice 508 repeatedly in broadcasting form until receiving the point monitoring surrogate ability information.
