PROBLEM TO BE SOLVED: To apply various processes to a wire to be carried with stable tension by eliminating tension fluctuation of the wire. SOLUTION: This tension adjusting device 21 is used as a brake device having a driving wheel 31 controlled in rotation and driving and a rotatably supported guide wheel 32 and carrying a slot 11 wound around the driving wheel 31 and the guide wheel 32 by a plurality of rounds by shifting a winding position in an axial direction according to rotational speed of the driving wheel 31. In the driving wheel 31, a plurality of winding parts 34A, 34B, 34C and 34D expanded in diameter in winding order of the slot 11 are formed by providing a step on a peripheral surface toward the axial direction.
