PROBLEM TO BE SOLVED: To solve the problem, wherein a TS (transport stream) signal for broadcast for a digital STL device cannot be applied to a digital FPU device, as it is, since a data signal and a format to be handled are different in a conventional STL (Studio-to-Transmitter Link) device and a conventional FPU (Field Pick-up Unit). SOLUTION: A data transmitting device comprises a first transmitter for transmitting a TS signal, and a first receiver for receiving the TS signal from the first transmitter. The first transmitter comprises a rate converter for changing a bit rate according to the content of at least the TS signal, a DVB coding processor for selecting RS coding according to the content of the TS signal, and a modulator. The first receiver comprises a demodulator for demodulating at least the received TS signal, a DVB-decoding processor for selecting RS decoding according to the content of the TS signal, and an inverse rate converter for changing the bit rate according to the content of the TS signal.
