PROBLEM TO BE SOLVED: To obtain a fixing device which is not only excellent in fixing and release properties, but also is simpler in the fixing device, is smaller in size and higher in productivity, and can maintain high sharpness and to provide an image forming apparatus. SOLUTION: In the fixing device in which a fixing roller 202 and a pressurizing roller 204 come into pressurized contact with each other via a fixing belt 203 formed of at least an exoergic layer and a release layer to form a nip N and fixing is performed by passing a paper sheet P carrying unfixed toner through the nip N and an induction heating source 206 for heating the fixing belt in a region other than the nip N is constituted, the fixing belt 203 is constituted of a belt of a low thermal capacity and the toner composed of at least a binder resin, a colorant and a release agent is used and its 1/2 outflow temperature is 115 to 145°C and its modulus of elasticity in storage (G') at 190°C is≥200 Pa.
