PROBLEM TO BE SOLVED: To provide a vending machine and an emergency communication system for surely transmitting information between an individual and a center in an emergency. SOLUTION: This emergency communication system 300 is provided with a plurality of vending machines 100 having cable or wireless communication means, a management device 200 equipped with a communicating function which can communicate with the plurality of vending machines 100, and arranged in a center or the like. The vending machine 100 is provided with a control part 102 which controls an emergency information generating part 102c to generate emergency information, and controls a communication part 102a to transmit the emergency information, and controls a storage part 106 to store resident information when the decision result of an emergency deciding part 102b is "emergency", and controls an output device 114 to output the resident information when the decision result of a disclosure deciding part 102d is "disclosure".
