PROBLEM TO BE SOLVED: To provide an electric insulating base material which has a small dielectric constant, a small dielectric loss tangent, dimensional stability, and thermal stability which are essential for mounting the parts of high performance electric equipments, and exhibits low moisture absorptivity and low thermal expansion coefficient, to provide a prepreg using the same, and to provide a printed circuit substrate. SOLUTION: This electric insulating base material is characterized by comprising poly para-phenylene benzobisoxazole fibers, poly para-phenylene benzobisoxazole pulp, and an epoxy resin as a binder.
