PROBLEM TO BE SOLVED: To provide a developing roller capable of stably giving good images even after long-term storage and requiring no long drying line in manufacture, and to provide an image forming apparatus with the developing roller. SOLUTION: The developing roller 1 has a shaft member 2 comprising a hollow or solid cylinder made of a resin containing a conductive agent and one or more resin layers 4 disposed on the radial outside of the shaft member, wherein at least one of the resin layers 4 comprises an ultraviolet- or electron beam-curable resin containing a conductive agent. A 60 second creep value in a periphery deformation restoring process in a measurement of the universal hardness of a roller periphery under a measurement condition of a constant load of 100 mN/mm<SP>2</SP>is≤10.0μm.
