A generation power instructing pattern preparing unit (212) prepares a plurality of generation power instructing patterns obtained from a combination of starting time and stopping time of the fuel cell power generation system based on a required power amount prediction value, a storage tank calorie calculating unit (215) calculates a stored hot water calorie required by the storage tank for a specified time based on a required hot water calorie prediction value, a fuel cell system energy calculating unit (214) calculates fuel cell system energies indicating the energies of fuel required by a hot water supply unit and electricity required by an electric apparatus when the fuel cell power generation system is operated in respective generation power instructing patterns, and an optimum instructing pattern selection unit (217) operates the fuel cell power generation system in a generation power instructing pattern that minimizes a fuel cell system energy out of fuel cell system energies for a plurality of respective generation power instructing patterns.
