PROBLEM TO BE SOLVED: To suppress the longitudinal elongation of an elliptic open cord caused by the pulling force under a low load range and keep good rubber penetration. SOLUTION: The twisting lengths (feed lengths) of the strands 1, 2, 3 of a steel cord 10 having a 1×3 (1×4, 1×5 or 1×6) elliptic open structure and a strand diameter of 0.20-0.45 mm are made to be nonuniform. The spiral widths D1, D2 and D3 at the major diameter side on the cord cross-sections of each strand 1, 2, 3 are made to be different from each other (at least one of the strands may be different from the others), and the ratio of the difference between the maximum spiral width Dmax and the minimum spiral width Dmin to the average of D1, D2 and D3 (Dmax-Dmin)/Dave is set to 0.01-0.07.
