PROBLEM TO BE SOLVED: To accurately discover at a low cost and in a short period of time a position where a communication state is bad in an area of a mobile telephone system.

SOLUTION: A CPU 71 specifies the position of the communication state whose characteristic value meets a prescribed condition according to a program 81 on the basis of each place position information in the area of the mobile telephone system and the prescribed characteristic value showing a radio wave state at communicating a communication circuit of a mobile telephone set among base stations by an imitated circuit at the position. A display 62 displays the position specified by a position specifying means on a map and displays a receiving state of a signal from a GPS satellite at measuring the characteristic value on the map.
