PROBLEM TO BE SOLVED: To provide a file or the like which facilitates manufacture and fitting of a binding implement and also quickens them and besides can be made economically with reduction of the weight and simplification. SOLUTION: The binding implement (4) is formed of an elastic plastic material. The binding implement (4) has ring parts (13) rising up from a base plate part (8), and pawl parts (11) are provided at the opposite end parts of the ring parts (13). The ring parts (13) are inserted into ring part insertion holes (14) by the medium of the pawl parts (11), and the opposite end parts of the ring parts (13) and those of the ring part insertion holes (14) are put in a state of engagement with each other.
