PROBLEM TO BE SOLVED: To provide a surface-mounting crystal oscillator, especially of voltage controlled type, in which the reliability is enhanced by reducing the planar outline and the height dimension. SOLUTION: In the surface-mounting crystal oscillator containing a wire bonded IC chip, with a crystal piece, and circuit elements in a recessed container body, the container body has a pair of inner wall step parts facing the opposite sides extending along the longitudinal direction. The pair of inner wall step parts has an upper step part and a lower step part extending along the longitudinal direction. At least one of upper step part among the pair of inner wall step parts holds one longitudinal end of the crystal piece. Assuming the longitudinal direction of the crystal piece to be the short side direction of the container body, the circuit elements are arranged on the inner bottom surface of the container body that becomes the lower surface of the crystal piece. On the inner bottom surface of the container body between the lower step parts out of the pair of inner wall step parts, the IC chip is arranged and bonding wire therefrom is connected to the lower step part.
