PROBLEM TO BE SOLVED: To provide a nonoriented silicon steel sheet combinedly having excellent mechanical properties and magnetic properties required as a rotor for a motor rotating at a high speed, and to provide a production method therefor. SOLUTION: The nonoriented silicon steel sheet for the rotor has a composition comprising, by mass,≤0.04% C,≤3.5% Si, 0.1 to 2.5% Mn,≤2.5% Al,≤0.2% P,≤0.03% S and≤0.005% N, and the balance substantially Fe, and in which the area ratio of recrystallized parts is <25%.
