<p><P>PROBLEM TO BE SOLVED: To enable the node of a transmitter side and the node of a receiver side to autonomously adjust the line capacity without being controlled by an NMS, and to efficiently utilize the line adaptively to the frequency of line usage and importance. <P>SOLUTION: A line control apparatus 1 is each disposed on the nodes B, C and D on the transmitter side and on a node A on the receiver side, and changes a VC band using an LCAS information CP 205 between itself and the transmitter and receiver.
