PROBLEM TO BE SOLVED: To provide a technology for enhancing the performance of padding a digital watermark inexpensively while shortening a processing time in a program for padding motion picture data with a digital watermark. SOLUTION: At the time of padding a frame constituting motion picture data with a digital watermark, processing for reusing calculation values of filtering results in a past frame is carried out. A decision is then made whether filtering is carried to a present frame out or not, and filtering is not carried out for a part of an entire frame. Filtering is carried out for an objective frame and the filtering results are stored. For a nonobjective frame, filtering results of a past frame are read in and reused. Furthermore, a decision is made whether the padding of a digital watermark is required or not by determining the frame type, and only a limited part of the entire image of the frame is padded with a digital watermark.
