The invention provides a multi-stage heater (1) used to heat crude oil having two or more heat pumps (2, 3) configured for multi-stage heating. The crude oil enters the heat exchanger (5) of a first pump (2), is pre-heated to an immediate temperature, before being heated to around 74<°>C by the heat exchanger (5') of a further heat pump (3). The heater (1) uses wastewater separated from the crude oil as a heat source.
