The device has a carriage including a horizontal support and slide plate (22) on which a sample of a stretchable plastic film of a packing cover is laid flat. A force sensor (16) measures mechanical tension of the sample, during displacement of the carriage to determine stretching characteristic of the film. The slide plate is arranged above a heating plate (24) to measure the characteristics of the film at a preset temperature. An independent claim is also included for process of controlling physical and mechanical characteristics of a plastic packing cover.
